NOVA Energiya NGO Holds Citizens’ Budget Events in Horishni Plavni

The NOVA Energiya NGO held events towards implementation of a mechanism for allocation of budget funds with participation of the public for representatives of the City Council, Participatory Budget Nominating Committee, general public, action groups, and mass media in the city of Horishni Plavni on 12 October.

As part of these activities, a roundtable The Horishni Plavni Citizens’ Project and training Electronic Platform for Automation of Participatory Budgeting Processes took place.

The roundtable on implementation of participatory budgeting in Horishni Plavni opened with welcoming remarking of the Mayor Oleksandr Chupryna. The NOVA Energiya NGO Chairman Vitalii Filenko told the participants about implementation of participatory budgeting in Ukrainian cities with support from the USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project.

Serhii Omelichkin, an expert with the NOVA Energiya NGO, familiarized the trainees with the specifics of writing projects, developing budget estimates, and methods of submitting citizens’ initiatives, voting, and control over implementation of Citizens’ Budget projects.

A training session on writing citizens’ projects was held after the roundtable. The participants have learned the skills of using the opportunities offered by the Citizens’ Project electronic platform in the course of implementation of the steps of submission and voting for city’s initiatives. In addition, experts of the NOVA Energiya NGO conducted a master class showing how to register personal offices of project authors on the electronic platform using the BankID system.
