   Upon its foundation in June 2007, IBSER activities concentrated on implementing tasks pursuant to a grant provided by the Municipal Budget Reform (MBR) in Ukraine project funded by the U.S. Agency for International Development (USAID). The MBR project’s 3-year successful implementation facilitated the introduction of Performance Program Budgeting (PPB) at the national and local levels aimed at ensuring the rational use of budget funds, the improvement of the quality of public service provision, and ensuring transparency in resource distribution and decision-making.
   The Institute provided expert support within the Experiment on the Implementation of Performance Program Budgeting (PPB) at the local level in close cooperation with the Ministry of Finance of Ukraine. A special emphasis was made on the development of the methodology of PPB implementation in local budgets. Together with the Ministry of Finance of Ukraine, proposals to the draft regulations of the government and the ministry were developed regarding system-based PPB implementation (in local budgets, at all stages of the budgetary process, etc.). Within this activity area, IBSER conducted a series of trainings on the main principles of implementing the performance program method of budget formulation and execution for the finance department staff of Zhytomyr, Luhansk and Lviv Oblasts, and the Autonomous Republic of Crimea.
    Much of the Institute’s analytical work was focused on the area of budgetary legislation. In particular, IBSER continuously took an active part in preparing recommendations to such important documents as the Law of Ukraine “On the State Budget of Ukraine” and the Declaration of Budget Goals and Tasks (Budget Declaration).
