Participation of IBSER Experts in the Conference “Spreading Standards, Building Capacities: European Administrative Space in Progress”

IBSER experts took part in the 24th Annual Conference Spreading Standards, Building Capacities: European Administrative Space in Progress held in Zagreb, Croatia, on 19 through 21 May 2016. The event was organized by the Network of the Institutes of Schools of Public Administration of Central and Eastern Europe (NISPAcee) in collaboration with the Zagreb University. IBSER joined the NISPAcee network back in 2007, and since that time, our experts have been sharing their experience of improving the public administration, in particular, in the field of public finance.
This year's NISPAcee conference was devoted to reviewing the topical issues of development of the budget and fiscal policies in the countries of Central and Eastern Europe, as well as Central Asia. As part of the event, meetings were held of expert panels subdivided into specialization areas regarding concrete issues of public administration. The conference participants have considered the main problems and discussed the prospects of public administration reform in Croatia, impact of the budget crisis in the field of public administration in EU countries, and results of decentralization of present-day European governance.
In the course of the conference, MFSI-II specialists took part in a session of the Working Group: Public Finance and Public Finance Management. The Group members considered a number of topical issues regarding changes in the fiscal policy in the recent years and their implications in various countries, in particular, the compliance with the tax transparency rules of the Croatian Tax Administration, levels of tax authority and development of fiscal autonomy of local governments in Slovakia and Hungary. Also, the participants discussed the issue of local budget management, in particular, the effectiveness of tax authority of local governments in Poland, development of local budgets with citizen participation in Croatia etc. A more detailed information about the conference can be found here.
The representatives of the MFSI-II Project told the attendees about the progress of budget reform in Ukraine and achievements in implementation of performance program budgeting at the local level.
Study of the international public administration standards is an important precondition for successful implementation of reforms in Ukraine. Participation of specialists in such events will make it possible to learn from best practices of EU countries and introduce them in Ukraine.
