Participation in the Local Finance and Taxes Working Group as Part of Strategy Week

On May 30, experts of the USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out project took part in a meeting of the Local Finance and Taxes Working Group as part of Strategy Week (30 May - 3 June 2016). The event was organized by the USAID Policy for Ukraine Local Self-Governance PULSE Project implemented by the Association of Ukrainian Cities (AUC).
The representatives of AUC member municipalities, Ministry of Finance, Parliamentary Committees on Budget and Tax and Customs Policy, and other experts discussed the current status of local finance and problem issues of local budgets. Among other things, specialists outlined the key problem issues in the Ukrainian finance sector, including: absence of clear separation and definition of categories of own and delegated powers in the legislation; inconsistencies between the provisions of the Budget Code and the Law of Ukraine "On Local Self-Governance in Ukraine"; failure to comply with the subsidiarity principle in the division of powers etc.
Also, Ukrainian and international experts shared their experiences of organization of work in the sector and implementation of reforms in the area of local finance.
