One of the objectives of the MFSI-II Project is to help cities implement participatory budgeting (PB).

Participatory budgeting is the distribution of a portion of the city budget by residents by submitting projects aimed at improving the comfort of living in the city and selecting them through open voting. The projects that are most supported by residents are implemented at the expense of the city budget.

MFSI-II provides assistance to cities selected on a competitive basis:

● methodological assistance in developing the methodology and concept of participatory budgeting;
● technical - providing the electronic system Civic Project to automate all stages of the participatory budget - from project submission to e-voting and implementation reporting; and its support during the first year of implementation of the PB. The developer of the system is SocialBoost;
● promotion - organization of events to popularize the UB among the public, namely: seminars for authors of ideas on writing and advertising projects, project fairs, distribution of promotional and informational materials.

For this work, the Project selected 4 civil society organizations on a competitive basis:● NGO “New Energy” (Kharkiv);● NGO “Institute for Regional Development” (Lviv);● CO “From Heart to Heart” (Cherkasy);● Podil Regional Development Agency (Vinnytsia).

In 2016, the following cities received assistance in implementing the CBA, including the Civic Project system: Kyiv, Lviv, Rivne, Chernivtsi, Khmelnytskyi, Berdiansk, Kramatorsk, and Melitopol.

In 2017, the Civic Project system was installed in the following cities: Dnipro, Ternopil, Zhovti Vody, Baranivka, Vilnohirsk, Okhtyrka, and Romny.

In 2017, 31 cities and 2 amalgamated territorial communities (ATCs) started implementing participatory budgeting.

With the support of the MFSI-II Project, 48 cities representing all oblasts of Ukraine (except for Kirovohrad and Luhansk oblasts) are implementing participatory budgeting.
