As a member of the consortium led by DAI, IBSER has joined the implementation of the USAID project "Strengthening the Efficiency and Accountability of Local Self-Government Bodies" (HOVERLA).

The project aims to support the Government of Ukraine in advancing and implementing decentralization reform by empowering local self-government bodies to become more capable, accountable to citizens, and effective in delivering services.

The HOVERLA project will also assist the Government of Ukraine in clearly defining and delineating the powers and responsibilities among different levels of government.

The project is being implemented from 2021 to 2026 and includes a central office in Kyiv and six regional offices that will provide support across seven oblasts and over 50 communities. The support focuses on enabling transformational changes at the local level and strengthening the institutional capacity of local self-governments and their officials to effectively exercise their authority.

The total funding allocated for the project amounts to USD 74 million.
