The Andrushivka municipal community approved a Development Strategy that took into account the recommendations of the expert team of the Institute for Budget and Socio-Economic Research.
Prior to the approval of the document, specialists received a series of consultations from IBSER within the framework of the project “Improving Budgeting for Children in Communities,” which is being implemented with the support of the UNICEF.
As a result, officials took into account a number of proposals that were primarily aimed at forming a more balanced and comprehensive system of strategic goals for the community.
What was proposed to the community:
- when formulating a strategic vision for community development, focus on creating an environment that will encourage children and young people to stay in the community, develop, and realize their potential;
- Integrate inclusive and security approaches into the list of strategic goals, take into account the needs of children, women, and men, as well as the specifics related to the place of residence, in particular the problems of rural residents.
As a result, all proposals were taken into account, so the changes made combine economic development, infrastructure development, and quality public services, taking into account the needs of different categories of the population. This approach, in turn, ensures the inclusiveness, transparency, and realism of strategic planning, makes it people-oriented, and creates conditions for the long-term development of the community.
The changes and proposals also comply with the RBM (results-based management) approach used in the development of strategic documents, as they are aimed at identifying the needs and interests of community residents and take into account cause-and-effect relationships.
