The Institute for Budgetary and Socio-Economic Research (IBSER) has received a letter of appreciation from the Kropyvnytskyi City Council for providing expert support to the Kropyvnytskyi urban territorial community.
The community also expressed its appreciation for an individual online consultation on municipal solid waste management, conducted by IBSER experts on 20 August 2026 for specialists of the Department of Economic Development of the Kropyvnytskyi City Council.

The consultation focused on practical aspects of organizing the municipal solid waste management system and addressed several issues relevant to local authorities, including:

- organization of the municipal solid waste management system;
- identification of economic entities operating in this area;
- contractual arrangements;
- approaches to tariff setting.
According to the Kropyvnytskyi City Council, the consultation was substantive and practice-oriented. The experts provided professional explanations and practical recommendations tailored to the community’s current needs.
The recommendations will be used by the Department’s specialists in carrying out their responsibilities and preparing relevant management decisions. They are also expected to contribute to more informed local resource planning and the effective organization of municipal services.

For IBSER, this feedback is particularly valuable because it demonstrates the practical importance of tailored expert support for local governments. Individual consultations make it possible to connect professional expertise with the specific circumstances and needs of each community and to support local authorities in addressing concrete management challenges.

“We are grateful to the Kropyvnytskyi urban territorial community for its trust and openness to cooperation. It is important for us to see that expert support can help local government professionals find practical solutions to current challenges and strengthen the community’s capacity to make informed decisions,” IBSER representatives noted.

IBSER continues to provide expert and advisory support to communities, helping strengthen local governance capacity, improve planning and support evidence-based decision-making.

We thank the Kropyvnytskyi urban territorial community for its appreciation and the UNICEF Representative Office in Ukraine for its partnership and for the opportunity to support communities in addressing practical local governance challenges.

The consultation was organised by the Institute for Budget and Socio-Economic Research (IBSER) within the framework of the project "Integrated Social Services for Conflict-Affected Children and Their Families in Western and Central Ukraine," implemented with the support of the United Nations Children's Fund (UNICEF) and funded by the Government of Germany through KfW.
