The Institute for Budget and Socio-Economic Research (IBSER), with the support of UNICEF, conducted a group online consultation for representatives of local self-government authorities. The event was held within the project “Integrated Social Services for Conflict-Affected Children and Their Families in Western and Central Ukraine,” implemented by UNICEF in partnership with IBSER and funded by the Government of Germany through KfW.
Participants included mayors and deputy mayors, as well as municipal officials responsible for finance, social and family policy, education, culture, and youth affairs. The consultation was delivered by IBSER experts Serhii Losiev and Yevheniia Abramova.
During the session, participants explored the relevance of investing in children, youth, and families with children; received regulatory and practical tools for forecasting and planning related expenditures; and learned approaches to performance analysis and efficiency assessment of budget spending.
The consultation strengthened municipalities’ capacity to make evidence-based financial decisions aligned with the needs of children and families.
