On March 17, a working meeting was held between the expert team of the Institute for Budgetary and Socio-Economic Research and representatives of Sambir city Municipality to discuss the improvement of the comprehensive social protection programme for certain categories of citizens for 2026–2028.
The purpose of the meeting was to discuss proposed updates to the programme, as well as the targeted programmes included within its structure.
During the meeting, IBSER experts presented the results of their analysis of the programme’s structure, its development logic, and the content of its measures. Particular attention was paid to approaches for defining expected results and performance indicators, as well as ensuring compliance with the principles of the programme-based budgeting method. The discussion also covered the integration of gender-sensitive and inclusive planning approaches.
Following the meeting, the parties agreed on the next steps: Sambir Municipality will revise the draft Programme based on the recommendations provided, after which the updated document will be submitted for an additional expert review. The programme is then expected to be considered by профильні standing committees and subsequently approved at a council session.
It is also worth noting that in February, Sambir City Council approved the Procedure for the development, implementation, monitoring, and evaluation of local targeted programmes, as well as reporting on their implementation, in line with IBSER’s recommendations. This Procedure helps structure programme management processes, ensures transparency, and supports a stronger focus on achieving measurable results.
