On March 20, the expert team of the Institute for Budget and Socio-Economic Research conducted a group consultation for specialists of the Korosten City Council on the topic: “From Strategic Goals to Budget Programmes: A Practical Review of the Programme-Based Approach and Performance Indicators in the Community.”
The event brought together representatives of structural units of the local self-government body responsible for finance, social and family policy, education, culture, and youth policy. The consultation aimed to enhance the professional competencies of participants in aligning strategic and budget planning at the community level.
Particular attention was given to the practical application of approaches to the development and implementation of local programmes, the use of performance indicators in budget programmes, and the analysis of the efficiency of budget resource allocation to ensure services for children, youth, and families with children.
During the consultation, participants:
- explored approaches to developing child-centred strategic goals and their integration into community strategic documents;
- examined the interlinkages between the Community Development Strategy, local targeted programmes, and budget programmes;
- practically worked on approaches to the development and application of performance indicators for budget programmes;
- learned about the specifics of preparing reports on the implementation of budget programmes and analysing their effectiveness;
- discussed potential management decisions to improve the quality of services for children, youth, and families.

The meeting was held within the framework of the project “Strengthening Child-Responsive Budgeting at the Subnational Level”, implemented with the support of UNICEF.
