On April 24, the expert team of the Institute of Budget and Socio-Economic Research held a group consultation for specialists of the Novorozdil City Council (Lviv region) on the topic: “From strategic goals to budget programs: a practical analysis of the program-target approach and performance indicators in the community.”
During the meeting, several important issues were jointly discussed:
- formation of child-centric strategic goals and their integration into the strategic documents of the community;
- the relationship between the Community Development Strategy, local target programs and budget programs;
- approaches to the development and structuring of local target programs as a tool for implementing strategic goals;
- practical aspects of the formation and application of performance indicators of budget programs;
- features of compiling reports on the implementation of budget programs and methods for analyzing their performance;
- use of analysis results for making management decisions.
During the practical work on the tasks, the participants of the consultation worked out the tools for the practical application of the program-targeted method and the formation of effective indicators of budget programs, taking into account child-centered and gender-sensitive approaches.
The meeting was held within the framework of the project “Strengthening Child-Responsive Budgeting at the Subnational Level”, implemented with the support of UNICEF.
