On September 16, the Institute for Budget and Socio-Economic Research organised a group consultation for communities partnering with UNICEF as part of the pilot project “Strengthening child-focused budgeting at the subnational level.”
The event was devoted to the development and updating of local target programs and budget programs in the field of healthcare, with an emphasis on the implementation of indicators that take into account the interests of children and young people.

Using examples from Ukrainian communities and other countries, Alisa Makarikhina, an expert on the implementation of healthcare system reform and the program-targeted method in the budget process, spoke about how to measure the effectiveness of programs and strategic documents in the field of children's and youth healthcare in practice, as well as what this affects and how it can improve the situation in the field as a whole. LSG specialists learned how children's health affects the long-term development of the community, why integration in the areas of education, medicine, social protection, and youth policy is important, and how to implement a monitoring system for transparent evaluation of results.

Participants gained not only theoretical knowledge but also practical tools for creating a system of indicators that will allow them to measure the results of work with children and youth and present them as a strategic investment in human capital.
