Representatives of communities partnering with UNICEF took part in a webinar organized on October 23 by the Institute for Budget and Socio-Economic Research as part of the pilot project “Strengthening child-focused budgeting at the subnational level.”
The training event was dedicated to the development of public investment projects focused on the needs and interests of children, youth, and families with children.
Kateryna Hladchenko, an expert on public investment management at the local level, said that the reform of public investment management (PIM) aims to create a transparent and unified system of public investment management at all levels of government and, very importantly, provides for the coordination of public investment management with strategic planning and budget planning processes.
Participants also learned about key changes in the Budget Code and regulations on public-private partnerships, the formation of a unified project portfolio, and the alignment of public investment projects with the strategic goals of the community.
IBSER recommends that local governments conduct an internal analysis of public investments with a focus on the needs of children, youth, and families with children, identify existing gaps in this area, and form a list of priority projects aimed at developing infrastructure, services, and programs focused on supporting these population groups. If necessary, communities can use IBSER's expert support to prepare high-quality project proposals.
