Hromadas of Rivne Region Recognized Among the Best in Local Public Finance Management

Experts from the Institute for Budgetary and Socio-Economic Research (IBSER), in cooperation with the Rivne Local Government Development Center under the U-LEAD with Europe Programme, conducted a financial management assessment of two hromadas in Rivne region: Klevan and Malа Liubasha.
The assessment results were recently presented to the hromadas by Iryna Kondratiuk, Local Finance Advisor at the LGDC, and Tetiana Pautova, IBSER Expert.
The main purpose of the financial management assessment was to support the hromadas in improving the efficiency of managing their financial resources. As Iryna Kondratiuk explained, for hromadas to achieve their strategic development goals and become attractive for both residents and business, local leadership must clearly understand the actual state of the financial management system — including its strengths, weaknesses, advantages, and gaps.
“Klevan and Maloliubashna hromadas were selected for this assessment by the U-LEAD with Europe Programme in Rivne region, which first and foremost reflects their openness. The assessment results show that both hromadas demonstrate a high level of organization in managing their local finances. In fact, their results are among the best in Ukraine! Of course, some recommendations were provided by the experts, which we hope will be implemented by the hromadas,” said Kondratiuk.
This type of external audit allows hromadas to identify and correct internal issues without legal or financial consequences. In contrast, deficiencies discovered during formal inspections by state oversight agencies often result in fines and other sanctions.
