IBSER and Consortium Partners Launch New World Bank-Funded Project for the Ministry of Finance of Ukraine

As part of the project “Enhancing Public Resource Management / EURoPAF TF Part B: Support for the Implementation of the Public Finance Management Strategy”, the Institute for Budgetary and Socio-Economic Research (IBSER), in cooperation with consortium members, has launched the implementation of a new initiative financed by the World Bankand commissioned by the Ministry of Finance of Ukraine.
The project focuses on the development of functional requirements and technical specifications for an IT system for budget planning. Its overall goal is to fully implement medium-term budget planning in close alignment with strategic planning and to improve the program-based budgeting methodology.
Key tasks under the project include:
● Documenting existing business processes;● Designing improved business processes;● Developing detailed functional requirements and technical specifications for the IT system that will support the full range of budget planning processes — including the preparation of the Medium-Term Budget Declaration, annual state budget laws, budget execution monitoring, performance analysis, and reporting;● Ensuring interoperability with external systems via interfaces, including those of the State Treasury Service, the State Tax Service, and the Transparent Budget Information System (IAS “Prozoryi Byudzhet”).
This project is a critical step toward strengthening Ukraine’s fiscal governance and enabling more efficient, transparent, and strategically aligned public financial management.
