On November 7 and 13, 2025, the Institute for Budget and Socio-Economic Research for Communities team organized a two-day webinar on strategizing and programming development goals taking into account the needs and interests of children and youth as part of the pilot project “Strengthening child-focused budgeting at the subnational level.”
IBSER's expert on gender budgeting Oleksandr Ivanina gave a detailed presentation on the principles of a gender approach in strategic and program planning, and demonstrated practical models for applying a gender approach in the development of targeted programs.
In a format of dialogue and exchange of views and experiences, participants discussed the experience of implementing a gender approach in Ukrainian communities and the experience of implementing strategic planning in communities, as well as expressed their views on why a gender approach is an effective tool for community development management and how this can be tested in practice.
It should be noted that gender-responsive budgeting is a mechanism for using finances that is designed to take into account the needs of women and men and guarantees equal access to important public services for everyone. At the national level, gender-responsive budgeting was introduced in Ukraine in 2013, and now the principles of gender-responsive budgeting are beginning to be applied at the local level as well.
