The Institute for Budgetary and Socio-Economic Research (IBSER) has joined the implementation of the USAID-funded project “Governance and Local Accountability” (HOVERLA) as a member of a consortium led by DAI.
The project aims to support the Government of Ukraine in advancing and institutionalizing the decentralization reform by strengthening local self-government bodies. These institutions are expected to become more capable, transparent, accountable to citizens, and effective in delivering public services.
The HOVERLA project also seeks to assist the Government of Ukraine in clarifying and streamlining the distribution of responsibilities across different levels of government.
The project is being implemented over the period 2021–2026, with a central office based in Kyiv and six regional offices providing support to over 50 hromadas across seven regions. The support focuses on enabling transformative changes at the local level and strengthening the capacity of local self-governments and their officials to exercise their powers effectively and responsibly.
The total funding allocated for the project amounts to $74 million.
