The expert team of the Institute for Budgetary and Socio-Economic Research organized and conducted a group consultation for specialists from 16 territorial communities on “Building and functioning of an effective system of management decision-making in the field of social protection of children, youth, families with children” on August 1 and 8. The meetings were held within the framework of the project “Integrated Social Services for Conflict-Affected Children and Their Families in Western and Central Ukraine”, implemented in partnership with UNICEF and funded by the German Government through KFW.
Oksana Verbytska, an expert on social protection of children, family and youth policy, spoke about the principles of building a decision-making system in the field of social protection of children, youth, families with children, familiarized community representatives with practical approaches to medium-term budget planning with a focus on the rights and interests of children and youth, and demonstrated the existing opportunities for involving young people in decision-making processes that affect their lives. Particular attention was paid to budgeting tools that ensure equal access to services for children and support sustainable community development, taking into account gender equality and the specific needs of girls and boys.
During the meetings, community experts participated in interactive surveys, shared their opinions and experiences on studying the needs of children, youth, and families with children, identified vulnerable groups in their communities, and worked out approaches to targeted funding of important social programs, taking into account an integrated gender approach.
