On August 18, the expert team of the Institute for Budgetary and Socio-Economic Research, within the framework of the project “Improving Budgeting for Children in Communities”, which is being implemented with the support of the UN Children's Fund UNICEF, held a public presentation of recommendations to the Novorozdil city community in Lviv region on financing the needs of children and youth. The event was also attended by Andriy Kornienko, UNICEF National Consultant on Child-Centered Public Finance Management, Investment and Social Protection.
"This event is very important, because such studies focus on community expenditures from the point of view of the user, that is, in our case, youth, children and families with children. It is important that the community budget is focused on these needs, because we all know that many people are leaving now, in particular because of the war, and communities are beginning to compete for people among themselves and with foreign countries. Budget planning in this way is very important, and the most important thing is that today we have the opportunity to develop ideas and solutions for you to improve your budget planning and create conditions for the available resources to be used as efficiently as possible," explained the UNICEF consultant.
During the meeting, IBSER experts Tetiana Kovalchuk, Serhii Losiev, Olha Terentieva, Yevheniia Abramova presented an analytical report on financing the needs of children and youth in the Novorozdilska community, focusing on the analysis of budgeting in the areas of education, healthcare, social protection, water supply and hygiene, early childhood development, and youth policy. Together with local government officials, they also discussed the community's financial resources and their use, and during the group work identified priority areas for technical assistance
- Strengthening the integration of a child-centered approach into the budget process;
- improving interagency coordination in working with children and youth;
- development and implementation of a technical support plan based on the identified priorities;
- systematic use of the results of the analytical report for management decision-making.
In the near future, the community, with the support of the IBSER expert team, will implement measures to improve the planning, allocation and use of resources to achieve changes in the lives of children and youth.
As a result, the community will receive recommendations from the experts on how to increase the implementation of local budget expenditures, including for the needs of children and youth, as well as recommendations on amending budget requests and budget program passports to reflect a gender-oriented approach.
