On August 19, the team of the Institute for Budgetary and Socio-Economic Research, within the framework of the project “Improving Budgeting for Children in Communities”, which is being implemented with the support of UNICEF Ukraine, publicly presented recommendations to the Stryi City Council in Lviv Oblast on financing the needs of children and youth.
During the presentation, IBSER experts Tetyana Kovalchuk, Serhiy Losev, Olha Terentyeva, Yevhenia Abramova spoke about the results of the analysis of the current state of consideration of the needs of children and youth in the community, as well as presented conclusions and recommendations aimed at ensuring the needs and interests of children and youth in the community. Based on these recommendations, it is planned to formulate a technical support plan for 2025-2026 for the Stryi City Territorial Community, which will be provided by the IBSER team within the framework of the project. The event was also attended by Andrii Korniienko, UNICEF National Consultant on Child-Centered Public Finance Management, Investment and Social Protection.

Particular attention was paid to the need for a comprehensive strategic approach to addressing the needs of children and youth, which should be aimed at creating conditions for self-realization and active participation of young people and families with children in community life, and means, among other things, the development and implementation of targeted programs that take into account the needs of these groups in various areas (education, health care, social protection, access to clean water and hygiene, early development, youth policy).
While working in groups, local government officials together with IBSER experts worked out the most relevant areas of technical support for the community, identified support tools for each area and discussed how these areas would contribute to achieving the expected results. The implementation of the action plan will, in particular, ensure a systematic approach to working with young people, taking into account their needs and interests, prioritize these needs and make budget expenditures for the implementation of youth policy on a priority basis.
