IBSER recommendations lead to institutional change in Novyi Rozdil municipality

The Institute for Budget and Socio-Economic Research (IBSER) has received official confirmation of institutional changes introduced within the executive structure of the Novyi Rozdil City Council as a result of the Institute’s expert support.
In particular, a new structural unit — the Department of Economic Policy — has been established within the executive bodies of the City Council. The respective changes were approved by Decision No. 2467 of the LXX Session of the VIII Democratic Convocation of the Novyi Rozdil City Council dated 27 November 2025, “On Amendments to the Structure of the Executive Bodies of the Novyi Rozdil City Council.”

The decision was taken following the consideration of expert recommendations provided by IBSER in an analytical report, as well as insights gained during capacity-building activities conducted within the project “Strengthening Child-Responsive Budgeting at the Subnational Level.” The project is implemented by ЮНІСЕФ in partnership with IBSER and is funded by the Government of Germany through KfW as part of the project “Integrated Social Services for Conflict-Affected Children and Their Families in Western and Central Ukraine.”

According to the Novyi Rozdil City Council, the introduced structural changes are expected to contribute to increased transparency, improved investment attraction, enhanced effectiveness of local self-government, and the achievement of qualitatively new governance outcomes.

IBSER welcomes these developments and expresses its appreciation for the professional engagement, openness to reform, and constructive cooperation demonstrated by the local authorities.
