On April 17, Oleksandr Ivanina, an expert of the project "Strengthening Child-Friendly Budgeting at the Subnational Level," implemented by the team of the Institute for Budgetary and Socio-Economic Research in partnership with UNICEF, held a consultation on gender mainstreaming for the Korosten City Council.
In particular, the expert explained the connection between local targeted programs, budget requests, and budget program passports, and provided advice on how to integrate a comprehensive gender approach into the budgeting process:
"It is important to understand that a gender-oriented approach begins at the stage of specifying target groups when the community prepares local targeted programs. After all, the needs within the same sector may differ between men and women, as well as their expectations regarding the quality of services aimed at meeting those needs. This can only be determined through studying these needs — through conducting research, surveys, and so on," he explained.
The expert also answered questions from the participants and provided examples and models of gender-oriented approaches to the development of local targeted programs.
Within the project, participating communities receive support in the form of trainings, consultations, expert guidance, and assistance in developing regulatory acts and local policies that directly or indirectly affect the rights and needs of children, youth, and families with children in the communities.
The goal of the project is to strengthen the capacity of national and local authorities in child-focused budgeting.
