Kyiv Residents Can Propose Their Own Projects for City’s Development

On 26 October, representatives of the Kyiv City State Administration (KCSA) and the Institute for Budgetary and Socio-Economic Research (IBSER), speaking at a press conference at the Ukrinform News Agency announced launch of the Participatory Budget in the capital city.
The First Deputy Head of KCSA Hennadii Plis has stated that Kyivans will be able to propose their own projects for city’s development, and the projects important for the city, which will receive the highest support of city residents, will be implemented at the expense of capital city’s budget funds.
"We believe the community is well prepared today to decide for itself where to invest the money and which areas should have the priority. When the community will be deciding which projects deserve investing, we, as city government, will strive to minimize any involvement of officials in this process,” Hennadii Plis said. According to him, the system has already received 115 projects, including 65 projects already being reviewed by district committees, with two projects tentatively approved. “There are diverse ideas, including provision of children’s playgrounds, operation of educational institutions, municipal improvements, and transport solutions,” Plus underlined.
Vyacheslav Zubenko, director general of the Institute for Budgetary and Socio-Economic Research, has emphasized that implementation of participatory budget in Kyiv and 14 more cities through provision of the Citizens’ Project electronic system has become possible thanks to financing by the United States Agency for International Development (USAID). The Citizens’ Project is already set up and running in eight Ukrainian cities, with another seven cities to launch such systems by the end of the year.
One of the main tasks is to make the Citizens’ Project a unified standard for use in all Ukrainian cities. Says Viktor Hurskyi, operating director of software developer SoсialBoost: “The Citizens’ Project electronic system created for Ukrainian cities provides an innovation component, i.e., flexibility of management and tools of electronic democracy.”
The Kyivans will be able to submit their projects until 6 December, and the voting will take place on 12 through 26 December, both online and at support offices set up in all district state administrations of the city.
