Discussing topical issues of regional economic development
On 15 October 2010, the Working Subgroup on Regional Development and Interbudgetary Relations Reform within the Regional Economic Development Working Group of the Committee for Economic Reforms under the President of Ukraine held its meeting at the Ministry of Finance of Ukraine.
Iryna Shcherbyna, IBSER Director General, who is also a member of the Subgroup, represented the Budget Institute, which is implementing the Municipal Finance Strengthening Initiative Project (MFSI/USAID), at the meeting.
As per the meeting agenda, the participants discussed the following issues:
- requirements for implementing the measures aimed at canceling the industry norms that regulate local spending;
- making an inventory of special-purpose State programs that are implemented at the expense of local budget funds;
- amending Article 98 of the Constitution of Ukraine with regard to empowering the Accounting Chamber of Ukraine to supervise the implementation of local budgets.
In addition, was implementing the reform plan and schedule of the Regional Development and Interbudgetary Relations Reform Working Subgroup by the end of 2010 was discussed at the meeting. The Working Subgroup members present at the meeting heard the proposals regarding the actions to be taken for its implementation and elaborated a detailed schedule of reforms of the Working Subgroup for the year 2011 presented by the Department of Local Budgets of the Ministry of Finance.
The Regional Economic Development Working Group of the Committee on Economic Reform was established for the purpose of preparing a draft concept of economic reform (by topical area). The first meeting of the newly created group took place on 9 April 2010 under the chairmanship of Yevhen Kuz’kin, Deputy Minister of Finance of Ukraine.
