Reporting Incidents and Suspicions of Sexual Exploitation and Abuse

The Institute for Budgetary and Socio-Economic Research (IBSER) is committed to creating and maintaining an environment that upholds human rights and actively prevents violence, sexual exploitation, and abuse (SEA). The organization has zero tolerance for any form of SEA and unequivocally condemns such actions by its employees, partners, contractors, and subcontractors, as they violate human rights and undermine the fundamental values of the United Nations.
IBSER has adopted a Policy on the Prevention of Sexual Exploitation and Abuse, which applies to all staff, employees, project participants, consultants, volunteers, interns, contractors, and subcontractors involved in the organization’s activities. All affiliated individuals are expected to share and uphold IBSER’s core values of mutual assistance, respect, accountability, transparency, and equality, and to protect the dignity and integrity of all beneficiaries and partners.
This policy ensures that everyone engaged in work with IBSER understands their responsibilities to prevent SEA and to respond appropriately to any form or instance of SEA, including those involving children. Preventing unacceptable sexual behavior and supporting survivors through a prompt, high-quality, and effective response to all reports of sexual harassment, exploitation, or abuse is a priority for the organization.
IBSER’s Policy on the Prevention of SEA is grounded in:
● The Constitution of Ukraine,● The Law of Ukraine “On Ensuring Equal Rights and Opportunities for Women and Men,”● The Criminal Code of Ukraine,● The Code of Administrative Offenses of Ukraine,● The UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW),● The UN Protocol on Combating Sexual Exploitation and Abuse,● The UN Secretary-General’s Bulletin “Special Measures for Protection from Sexual Exploitation and Sexual Abuse” (ST/SGB/2003/13),● The Core Principles of the UN Task Force on Protection from SEA in Humanitarian Crises (2002).
All individuals receiving assistance from IBSER must be ensured a safe and accessible way to report incidents or suspicions of SEA.
In the event of an incident or suspicion of SEA, any IBSER employee or associated individual is obligated to immediately report the case—either in writing or informally, and optionally anonymously—directly to the designated SEA Focal Point or via email to: .moc.liamg%40desbiresbi
The report should include a factual description of the incident or concern, as well as any available personal information (if known) about the alleged perpetrator and the affected individual. All reports, including anonymous ones, are reviewed individually and confidentially, in accordance with IBSER’s Procedure for Reporting, Reviewing, and Investigating SEA Cases.

All personal data of individuals involved in reporting or in the investigation process will be treated with strict confidentiality. Anyone involved in reviewing a case must sign a non-disclosure agreement to ensure that no details that could harm the survivor are disclosed.
