Approval of budget programs at the local level
IBSER received first results of its activity on implementation of the Action Plan on introduction of PPB for drafting and executing budgets in 4 pilot oblasts, which was developed by the Ministry of Finance of Ukraine jointly with the Institute for Budgetary research.
Intensive consulting activity of IBSER experts provided during May-June, 2009 has been resulted in approval of the budget programs in the fields of education and health protection for 2009 in most of the cities and oblasts that participate in the experiment of PPB introduction at the local level.
In June, consultations already took place in the Luhansk, Lviv, Zhitomyr oblasts and the Autonomous Republic of Crimea according to the schedule:

2-5, 8-9, 17-19, 22-24 June - Lviv oblast (city, rayon and oblast budgets of Lviv, Drohobych, Morshyn, Stryi, Chervonohrad, as well as of the Zhydachiv and Stryi rayons.)
15-19 June - Zhytomyr oblast (city, rayon and oblast budgets of Zhytomyr, Korosten’, Malyn, Novohrad-Volynskyi, as well as the Zhytomyr and Ovruch rayons)
18-19 June - Luhansk oblast (city and oblast budgets of Luhansk, Alchevsk, Rovenki)
2, 23-26 June - AR of Crimea (city, rayon and oblast budgets of Crimea, Simferopol, Yevpatoria, Alushta, Yalta, Dzankoy, Bakhchisaray and Sovetsky rayons)
The process of the programs’ approval will be finished by the end of July 2009.
