Meeting of the Public Council at the Ministry of Housing and Communal Services
Regular meeting of the Public Council at the Ministry of Housing and Communal Services of Ukraine, to attend which IBSER representatives were invited, was held on 30 September, 2009 in Kyiv.
The principal business transacted at the meeting was related to discussion of the draft changes developed and to be made to Resolution of the Cabinet of Ministers of Ukraine No. 529 “On Approval of the Procedure for Making Tariffs for Buildings, Constructions and Building Land Plots Maintenance and Buildings and Building Land Plots Maintenance Model Agreement” dated May 20, 2009.
The most debating point was related to the form and mechanisms for holding public hearings on a building-by-building basis, which become extremely necessary in case of increase of tariffs for housing services. Participants of the meeting expressed their opinion and observations concerning this problem.
Members of the Public Council supported changes approved and provided their proposals and observations concerning the document above. A special emphasis was put on the need to implement practice of population notification of services delivered and cost thereof. The said changes will permit to increase the transparency of use of funds paid for the services and apply less prejudged approach to tariffs making process.
