Participation in Preparing for Municipal Hearings
A Coordinating Conference for preparing the 2010 All-Ukrainian Municipal Hearings took place in Kyiv on 1 October 2009. It is planned to conduct the hearings, held annually by the Ukraine’s Local Self-government Promotion Foundation, in a new format. The event took place as part of the 2nd National Innovation Forum in Kyiv, at the KyivExpoPlaza Exhibition Centre.
The Conference was also attended by representatives of the Budgetary Institute, since the topic of local development is becoming even more relevant for IBSER in the context of implementation of the Municipal Finance Strengthening Initiative project. The main purpose of this project is to strengthen the capacity of cities to plan and finance local development, in particular, municipal infrastructure improvement projects, through increasing their own financial resources and attracting alternative sources for financing of local development.
After hearing the presenters and discussing the problems and prospect for conducting the All-Ukrainian Municipal Hearings, the participants in the Coordinating Conference have concluded that the format and focus of the Hearings will need to be changed starting in 2010. The new cycle of events will be built around an annual exhibition of innovative essential municipal systems, including the information and communication technology, energy-savings, safety technologies, technologies for city management, and a module of financial and economic technologies, including the strategic planning, attracting investments, using the modern financial instruments, as well as the technologies in the humanitarian sector, such as education, public health, etc.
In addition, it was decided to enhance the Hearings format with delivery of topical presentations, analytical and training events on implementation of innovative technologies in local communities and regions of Ukraine; as well as section and plenary meetings, where it is expected to continue discussing the overall situation in the development of local self-governance in Ukraine.
A new cycle of the Hearings will be held under the title of New Urban Technologies and will be aimed promoting the resolution of specific problems in management and everyday operation of Ukrainian cities, villages, and settlements.
The 15th All-Ukrainian Municipal Hearings are to become the first event in the new series. They will be held in September 2010 at the KyivExpoPlaza Exhibition Center.
