Analysis of State Budget Execution for First Half of 2009 Prepared

     On 6 October 2009, appearing before the Verkhovna Rada plenary meeting, the Government of Ukraine reported about the State budget performance in the first half of 2009. Among other things, Deputy Minister of Finance, Anatoly Myarkovsky, noted in his presentation that the State budget of this year was being formulated in the environment of the global financial and economic crisis, industrial slump, accelerating crisis in the banking system, overall worsening of the balance of payments, and a steep fall of the national currency, however, the world financial crisis notwithstanding, the budget was still being implemented.
     Mr. Myarkovsky informed the Parliament about the execution of the key budget indicators, which is being conducted in a controlled manner and the government is taking all the steps needed for ensuring 100% execution of expenditures in general.
     A detailed analysis of State budget execution in the first half of the year can be found in a new issue of the periodical publication Budget Monitoring: Analysis of Budget Execution in January-June 2009, which has just been prepared by experts of the Institute for Budgetary and Socio-Economic Research and contains a brief overview of the legislative framework and analysis of performance indicators for budgets of all levels.
     The analytical section of The Monitoring supplies a brief description of key macroeconomic indicators, general trends in the development of the banking system, a more detailed presentation of performance indicators of the State and local budgets in January through June 2009, identifies the main trends of the budget policy, and evaluates the impact of the fiscal decisions taken on the State and local budgets. Special focus, as usual, is made on the status of execution of local budgets.
     The analysis of budget execution for the above period was conducted based on quarterly reports of the State Treasury of Ukraine, official statistics of the State Statistics Committee of Ukraine, data of the Ministry of Finance, Ministry of Economy, and the Verkhovna Rada Committee on Budget.
