Meeting of Ukraine Parliamentary Committee on Tax and Customs Policy
As part of implementation of the Municipal Finance Strengthening Initiative project, in particular, of its component intended to assist the Government of Ukraine and other Ukrainian counterparts in preparing projects and supporting new legislative bills and introducing changes required to increase local budget revenue generation, Artem Rudyk, Director of the IBSER Department for Tax Policy and Monitoring, took part in a regular meeting of the Verkhovna Rada Committee on Tax and Customs Policy on 8 October 2009.
At the beginning of the meeting, Artem Rudyk, who is also an active member of the Committee’s Civil Council, alongside with four other activists, were specially commended for their active participation in Committee proceedings, as well as their “valuable contribution in the development of entrepreneurship, fruitful work towards implementing reform of the Ukrainian tax system, high level of professionalism, and on the occasion of the Entrepreneur’s Day.”
The key issues on the agenda of the Committee meeting included discussion of the Draft Law on Simplified System of Taxation, Accounting, and Reporting, as well as the Draft Law on Improving the Simplified System of Taxation, Accounting, and Reporting for Small Businesses.
The meeting has resulted in setting up a Working Group for preparing a common legislative bill, which would take into account the suggestions made by the participants in the Committee meeting.
The next day, 9 October 2009, Serhiy Teryokhin, Chairman of the Verkhovna Rada Committee on Tax and Customs Policy called the first meeting of the newly created Working Group, which was also joined by Oleksandra Kuzhel, Chairwoman of the State Committee for Entrepreneurship, representatives of the Cabinet of Ministers, Ministry of Finance, and State Tax Administration of Ukraine. The meeting focused on discussing the issues of coordinating the tax initiatives related to Government's proposal for abolishing the market fee, as well as the key provisions of the draft law on simplified taxation and cancellation of the fixed tax.
