Discussion on Public Private Partnership issues at the World Bank, Kyiv
As part of implementation of the MFSI component related to researching and piloting the innovative mechanisms of financing for implementation of municipal energy-saving projects, in particular, those based on public-private partnerships, IBSER experts participated in the Philosophy of Public-Private Partnerships seminar, which took place at the World Bank offices in Kyiv on 21 January 2010.
Martin Darcy, an independent expert on public-private partnerships made a presentation familiarizing the attendees with the special requirements in planning and managing public-private partnership projects. He gave an in-depth description of the concept of public-private partnership (PPP) and concentrated on a number of issues, which need to be taken into account when appraising the opportunities for implementing PPP projects, and also described a comprehensive process of implementing such a project.
Based on the experience of other countries, Mr. Darcy illustrated the above-mentioned by the practical examples of PPP projects’ implementation as well as summarized their advantages for the state and citizens.
The seminar participants also discussed the challenges emerging when selecting the PPP opportunities; the conditions needed to stimulate the private sector for its engagement in public-private partnership projects; the principles of financing of PPP projects; the key strengths and weaknesses of the mechanisms of public-private partnership etc.
