On 1 February 2010, IBSER specialists were incorporated into an expert working group on the issues of social protection of users of district heating services and protection of consumers of communal services (Expert Working Group) chaired by O.V. Makarova, deputy director of the Institute of Demography and Social Studies at the National Academy of Sciences of Ukraine.
The Expert Working Group was established pursuant to decision of the Interdepartmental Working Group for drafting the National Heating Strategy whose operations are supported by the Municipal Development Institute, which acts as one of the implementers of the Municipal Heating Reform (MHR) Project.
In view of the fact that one of the MFSI project components involves the provision (jointly with MHR) of technical assistance to cities in the area of financial planning and optimization of financial resources in drafting of their energy-conservation plans, engagement of IBSER specialists with the Expert Group will have a practical value for implementing the said component. The first meeting of the Working Group is scheduled for 17 February 2010.
