Meeting of the Expert Group at the Ministry of Housing and Communal Services was held
IBSER experts took part in the meeting of IV Expert Group for Social Support and Central Heating Consumers Rights Protection of the Intergovernmental Working Group for Development of the National Heating Supply Strategy, which was held on February 24, 2010 in the Ministry of Housing and Communal Services of Ukraine.
During the meeting experts discussed problems related to social protection of Ukrainians in the area of housing and communal services, in particular, a problem of evaluation of rent subsidies social efficiency and social benefits for housing and communal services. They also analyzed the legislation regulating social protection of the central heating, communal and housing services consumers, as well as conditions of Ukrainians’ social protection in the area of housing and communal services.
The Expert Group was created on the basis of the resolution made by the Intergovernmental Working Group for the Development of the National Heating Supply Strategy, dated December 10, 2009. Iryna Perelі, IBSER Chief Economist, represented the Institute for Budgetary and Socio-Economic Research in the Expert Group.
Working group has the following tasks:
- Study of social aspects of the housing and communal services;
- Generation and foundation of proposals related to the improvement of social protection in the area of housing and communal services;
- Elimination of adverse impacts, which currently exist in the legislation governing of this area;
- Generation of proposals to the National Heating Supply Strategy, which provide for incorporation of social aspects thereto, in particular those related to the protection of at risk population groups through application of subventions and benefits mechanisms.
Next meeting of the working group was planned for mid-March of the current year.
