Local-Level PPB as the Basis for Optimization of Resources in Education

     The Budget Institute is working actively towards implementation of Performance Program Budgeting (PPB) method for the planning and execution of local budgets. IBSER makes a special focus on assistance in developing budget programs in education. The educational sector is one of those funded by local budgets. It is for this reason that IBSER experts believe that local-level PPB is the basis for optimization of resources in education. 
     These and other pressing issues of educational policy were discussed at a seminar entitled “Efficient Use of Resources. Consolidating the School Network in Ukraine: What Are the Difficulties? What Are the Opportunities? held by the World Bank and the European Education Foundation under the WB and European Commission joint initiative dedicated to the development of human capital in Ukraine at World Bank offices on February 25 and 26, 2010.
     The workshop purported to discuss opportunities for resources optimization and a better and more effective use of existing funds and large network of educational institutions for professional and general secondary education. 
     The event was attended by international experts of the European Education foundation, World Bank, representatives of the Ministry of Education and Science of Ukraine, Institute for Demography and Social Research of the National Academy of Science of Ukraine, State Employment Center, employees and experts for educational issues of the Ministry of Finance of Ukraine and municipal authorities, public sector experts and others.
     During two days the participants discussed the issues of Ukrainian school modernization strategy, demographic, social, and economic trends of Ukraine’s development and their impact on students encouraging for educational institutions of different forms. They also learned international experience related to general education per capita funding and its role in stimulation of effective school system and schools network consolidation, and also discussed matters of optimization of professional vocational schools network from the position of adaptation thereof to current economy needs.
     Reports to discuss the existing problems were submitted on the basis of the results of special groups work aimed at developing practical proposals concerning improvement of the existing school, professional and vocational education system in Ukraine, as well as joint recommendations related to the current situation improvement were made. 
     IBSER experts took an active part in group discussion.
