A Draft Program of Intergovernmental Finance Relations Reform Approved with Proposals of IBSER Experts Included
On 23 April 2010, IBSER experts participated in a public hearing, which approved the Draft Program of Intergovernmental Finance Relations developed by the Intergovernmental Finance Relations Reform Working Subgroup, where Iryna Shcherbyna, IBSER Director General, is a member. The Subgroup is part of the Regional Economic Development Working Group set up at the Committee of Economic Reform under the President of Ukraine for the purpose of preparing the draft concept of economic reforms.
The Draft Program contains the IBSER recommendations/proposals, which will promote fiscal decentralization, improved budget funds management at the local level through implementation of PPB and medium-term expenditure frameworks, financing of infrastructure development projects, and energy-conservation measures.
