MFSI/IBSER results of PPB implementation at the local level
To implement Instruction No. 37399/1/1-10 of the Cabinet of Ministers of Ukraine dated 24 June 2010, the Ministry of Finance has engaged IBSER to elaborate standard lists of budget programs and their performance indicators for the purpose of formulating and executing PPB-based local budgets. The plan calls for the creation of standard lists of budget programs in all expenditure areas, which are taken into account when determining intergovernmental transfers (culture and arts, education and science, healthcare, physical culture and sport, social protection and social security, and public administration).
At this time — with the active participation of MFSI project/IBSER and as part of the Interdepartmental Working Group activities — the Ministry of Finance and line ministries have issued joint orders to approve the standard lists of budget programs and their performance indicators for local budgets in the ministries of Education (No.298/519 of 1 June 2010) and Healthcare (No.283/437 of 26 May 2010).
