MFSI Project Helps NEFCO to Implement Municipal Projects
IBSER has received a letter of thanks from the Nordic Environment Finance Corporation (NEFCO) for its assistance in preparing and implementing NEFCO projects in the municipal sector.
It should be noted that in the course of implementing the Municipal Finance Strengthening Initiative project, which intends to assist Ukrainian cities in realizing infrastructural development investment projects in the area of energy-savings, MFSI project/IBSER experts have been actively collaborating with NEFCO and providing assistance in developing financing schemes and securing loans from foreign financial institutions, as well as in the area of creating municipal borrowing legislation in Ukraine.
This assistance and collaboration has resulted in achieving significant progress in implementing a number of municipal projects, including:
- Modernizing six budgetary institutions in the city of L’viv;
- Modernizing the Rivne city heating system;
- Modernizing 20 budget institutions in the city of Ivano-Frankivsk;
- Modernizing the Ostroh city heating system.
Ongoing work includes elaborating project financing applications for the cities of Cherkasy, Komsomolsk, Slavutych and others.
NEFCO is currently holding discussions with the Ministry of Housing and Communal Services and NAER with regard to launching new programs in the municipal sector, and they have invited IBSER to take part in the development and implementation part of these programs, including:
- DemoUkraine for financing projects in the area of district heating;
- Credits for energy-saving projects involving State budget institutions.
