Further implementation of PPB in Ukraine
The Ministry of Finance of Ukraine issued Order No.208 as of 2 August 2010, which stipulates the key approaches for implementing the Performance Program Budgeting method for the formulation and execution of local budgets.
The Order makes special mention of the successful previous efforts aimed at implementing PPB as part of a pilot conducted in 2008-2009. It states the need for continued work in PPB implementation for local budgets and expands the group of pilot participants. The Order also requires an acceleration of the phases for implementing PPB budgeting and envisages that all local governments in Ukraine will formulate and execute their budgets based on Performance Program Budgeting starting in 2014.
