IBSER Signs a Memorandum on Cooperation in Public-Private Partnership

     On 3 August 2010, the Institute for Budgetary and Socio-Economic Research (IBSER) signed a Memorandum of Intent on cooperation in the development of Public-Private Partnerships with the Ukrainian Center for the Promotion of Public-Private Partnerships.
     IBSER has been working proactively to implement the Municipal Finance Strengthening Initiative project, which focuses on finding and developing innovative mechanisms for financing municipal energy-saving projects, in particular, those based on Public-Private Partnerships.
      With this agreement on cooperation, IBSER and UCPPP can expand their resources in order to promote the development of an important part of realizing any socially important project, that is, how to pay for it. Moreover, through Public-Private Partnerships, governments and investors work together to build up infrastructure, satisfy the needs of citizens and industry, and improve the natural environment.
     Among other things, the document provides for collaboration in the following areas:
          - developing the methodology as well as the technological and legal framework for bringing to fruition socially significant projects based on Public-Private Partnership, including issues of improving budgetary support and tax incentives in this area;
          - summarizing and disseminating the successful experience gained from implementing Public-Private Partnership projects through jointly held public events (conferences, seminars, roundtables, training workshops, public discussions);
          - identifying any problem issues in implementation PPP projects in Ukraine and taking steps to resolve such issues, developing a competitive environment for attracting the private sector in order to implement national priorities, and ensuring the openness and transparency of these processes to citizens.
