IBSER Conducted Financial Planning Training with MHR Project in Yevpatoria

     A two-day training seminar on financial planning for specialists of the Finance Directorate, Municipal Economy Directorate, Directorate of Economy and other units of the Yevpatoria City Council was held in Yevpatoria, AR Crimea, on 17-18 August 2010.
    The training was conducted by the Budgetary Institute in collaboration with the Municipal Heating Reform Project in Ukraine (MHRP) as part of the MFSI project’s realization, in particular, its component aimed at assisting cities in optimizing their municipal energy-saving programs and economic development plans by linking infrastructure improvement strategies with proper financial planning.
     The training’s objective is learning the skills needed to prepare the financial justification for a strategic plan of access to infrastructure improvement, municipal energy-saving programs, and specific mechanisms for attracting possible sources of financing. Special focus was made on the recent changes in the normative-legal framework on these issues.
     The training workshop consisted of two training modules, the first being a section devoted to the methods of providing financial justification for a Strategic Plan, and a second one discussing the sources of financing.
     Within the first module, the participants discussed the issues related to the \methodological foundations of strategic planning, identifying a city’s strengths and weaknesses based on SWOT analysis, as well as familiarizing with the mechanisms for providing coordination between strategic documents and the development budget based on the Performance Program Budgeting method used in the budget process.
     The second module was devoted to studying the sources of financing for the Strategic Plan, in particular, such as development budget, and pooling together the resources of local governments and private investors. Special emphasis was made on the efficient implementation by a city of energy-saving measures and thus ensuring saving of funds, as well as searching for reliable creditors for the implementation of investment projects with favorable crediting conditions within the framework of the existing legislation.
     This training workshop launched a series of regional training events on financial planning for specialists in the pilot cities selected by IBSER with the Municipal Heating Reform Project in Ukraine (MHRP).
