Interdepartmental Working Group on the Implementation of Performance Program Budgeting Method for Planning and Execution of Local Budgets
Iryna Shcherbyna, Director General of IBSER, took part in a meeting of the Interdepartmental Working Group at the Ministry of Finance (MOF) devoted to preparatory activities for implementing the Performance Program Budgeting method for planning and executing local budgets, which was held on 15 September 2010.
The meeting was chaired by Deputy Minister of Finance Yevhen Kuz’kin. Also, the meeting was attended by representatives of the Ministry of Finance and all the line ministries dealing with social and cultural matters.
The meeting centered on the Draft Standard Lists of budget programs and their performance indicators for local budgets in such sectors as Public Administration, Culture, Social Protection and Social Security, Physical Culture and Sports, and the Social Protection of Family, Children, and Youth. The drafting of these documents is the logical outcome of the efforts undertaken by IBSER and MOF experts towards PPB implementation at the local level. Approval of the draft would unify the programs and their performance indicators, and would promote the formulation of PPB-based local budgets.
According to the Working Group decision, the prepared Standard Lists of budget programs and their performance indicators will be elaborated in the course of PPB training workshops organized by the Institute of Budget, which were launched in the city of Kyiv on 14 September 2010.
In addition, IBSER/MFSI experts will conduct additional consultations with the participants of the PPB implementation pilot and submit summarized proposals to MOF and line ministries.
