Discussing Implementation of Performance Program Budgeting (PPB) in the City of Kyiv
The Institute of Budget continues working actively towards further introduction of PPB budgeting at the local level under the auspices of the Municipal Finance Strengthening Initiative (MFSI) project supported by USAID.
As a part of this task, a Conference on the issues regarding the implementation of the Performance Program Budgeting (PPB) method of forming and executing local budgets in the City of Kyiv was held at the Kyiv City State Administration building on 5 November 2010. During this event, MFSI/IBSER project experts delivered a training seminar: Effective Management Based on Performance Program Budgeting.
The participants included high-level officials of the Kyiv City State Administration (KCSA), deputy heads of district-level State administrations of the City of Kyiv, as well as heads of KCSA principal and line directorates, in all, about 70 persons.
The Institute of Budget experts introduced the seminar participants to the basics of strategic planning and key preconditions for PPB implementation, including strategic planning and medium-term budget planning, as well as the methodological guidelines for PPB budgeting.
At the end of the conference, the participants discussed the status of PPB implementation in the city of Kyiv.
