MFSI/IBSER Experts Teaching Lviv Specialists about Financial Planning Rules for Formulating Strategic City Development Plans
A scheduled training workshop on financial planning for formulating the Strategic Plan of Socio-economic Development and City Energy Saving Program was held at the Lviv City Council building on 24 November 2010. The session included 25 specialists from Lviv City Council departments and directorates.
The training workshop was conducted by experts from the Budgetary Institute as part of the Municipal Finance Strengthening Initiative (MFSI) project implemented by IBSER with support from the U.S. Agency for International Development (USAID), in collaboration with the Municipal Heating Reform (MHR) project.
The training was delivered to specialists from the Lviv City Council Financial Policy Department’s Directorate of Finance and Directorate of Administration of Local and Attracted Finance, the Urban Development Department’s Directorate of Ecology and Municipal Improvements, the Economic Policy Department’s Directorate of Economy, the Humanitarian Policies Department’s directorates of Education, Health and Culture, and the Department of Housing and Infrastructure’s Directorate of Natural Resources and Regulation of Land Relations, Section of Energy-saving and Efficient Use of Energy Resources, Section of Energy Management.
The training focused on the issues related to the methodological foundations of strategic planning, mechanisms for ensuring coordination between the strategic documents and the development budget based on Performance Program Budgeting, and new approaches to financing municipal infrastructure improvement projects. The training participants had an opportunity to consolidate the knowledge and skills they gained through practical exercises in planning and providing financial justification of an investment project, a program, and area development plan.
At the end of the training, the participants particularly noted the practical benefits of the information they had worked with. Among other things, the Finance Directorate specialists responsible for the issues related to municipal borrowing and managing the municipal debt made a special mention of the importance of the information regarding the opportunities for attracting new sources of financing for municipal infrastructure improvement projects and developing the specific arrangements and financial mechanisms that could be used for this purpose.
