Journalists Learning How to Professionally Cover Budgetary Issues 

     MFSI/IBSER is actively working with journalists towards raising their professional level and ensuring better media coverage of the important social topic of the municipal budget. To this end, experts of the Institute of Budget supported for a second time the educational initiative of the Ukrainian Association of Periodical Press Publishers and delivered a training workshop on the topic «My City: Budget and Quality of Life. Analysis of Effective Examples of Local Government Operation, Role of Citizens in Improving Efficiency of Local Government Operation» on 2 December 2010. Vyacheslav Zubenko, IBSER Deputy Director and Director of PPB and Training Programs, coached the journalists.
     The training was devoted to learning the basics and special features of planning and allocating Ukrainian municipal budgets while addressing important socioeconomic issues. Nine journalists and editors from national and regional Ukrainian publications took part in the workshop.
     The participants studied the following issues during the training: 
          - quality of life in a municipality - what it is and what it depends upon;
          - municipal budget - its key expenditure items;
          - comparing the quality of life components and key expenditure items of a muicipal budget;
          - revenue items of a municipal budget;
          - key sources of budget revenues;
          - additional items of a municipal budget - where does (or could) the budget receive the money from, various targeted programs;
          - entrepreneurs, companies/business - how do they participate in improving the quality of life in a settlement;
          - why is the situation as it is now, options for changing the situation - Performance Program Budgeting (PPB) for budget planning and execution;
          - role of the self-organization of citizens in improving the quality of life in a municipality; and
          - role of mass media in improving the quality of life in a locality.
