Сonference at the Ministry of Finance

     A conference entitled The Impact of the Global Financial Crisis on the Operation of Local Governments. Ways of Building a System of Local Finance in Ukraine took place at the Ministry of Finance. The event was organized by the Secretariat of the Cabinet of Ministers of Ukraine and the Ministry of Finance of Ukraine, with support from the Council of Europe Program and the Association of Ukrainian Financiers.
     Iryna Shcherbyna, Director General of IBSER, took part in the conference and made a presentation: Performance Program Budgeting as an Important Way of Overcoming the Crisis Effects at the Local Level, where she presented the experience and achievements of the MFSI project in implementing the Performance Program Budgeting method at the local level using the case of the project’s pilot regions.
     The participants also discussed the present status and prospects for the reform of local finance in Ukraine, the experience of other European countries, as well as Ukrainian cities in implementing reform of local finance, and other issues.
