IBSER experts delivered a training workshop in Ivano-Frankivsk on 10 December 2010. The workshop covered financial planning in formulating a Strategic Plan of Economic and Social Development and Municipal Energy-Saving Program for specialists of directorates and departments of the Ivano-Frankivsk City Council Executive Committee. It was conducted as part of the Municipal Finance Strengthening Initiative (MFSI) Project supported by USAID and in collaboration with the Municipal Heating Reform (MHR) Project in Ukraine.
The workshop covered the issues related to strategic planning methodology, mechanisms for ensuring coordination between strategic documents and the development budget based on Performance Program Budgeting method in the budget process, and new approaches to financing municipal infrastructure improvement projects.
The training participants had an opportunity to practice their newly learned knowledge and skills as they implemented practical assignments in planning and providing financial justification for an investment project, program, and locality development plan. The Departmenthof the Transport and Communications suggested an interesting investment project, namely expanding the public electric transport network, in particular with regard to extending the lines and routes of city trolleybuses and procuring new rolling stock. This would increase the passenger carrying capacity per unit of time and reduce the load on the city’s roads. Project financing was proposed in the form of a financial lease utilizing the combined resources of a Public-Private Partnership. In the opinion of training participants, this project would be really useful for the community and would help reduce the CO2 emission from buses and route taxis.
The training was attended by 27 staff from line directorates and departments of the Ivano-Frankivsk City Council, as well as from the Municipal Property Fund.
