MFSI Proposals Included in the Bill "On the State Budget for the Year 2011"
     
     The Verkhovna Rada passed the first reading of the bill “On the State Budget for the Year 2011” on 14 December 2010. The proposals by MFSI/IBSER experts have been taken into account in Article 6 of this bill.
     The experts’ proposals are related to the issues of transparency of crediting, allocating, and using funds from selling Assigned Amount Units (AAUs) of greenhouse emissions as provided by Article 17 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change.
     The proposals suggested by MFSI as amendments to the provisions of the 2010 State budget law were presented by MFSI/IBSER experts in their letter (No.173 of 9 April 2010) addressed to the National Environmental Investment Agency of Ukraine (NEIA).
     The adoption of the IBSER proposals would make it possible to settle the issues of transparency of crediting, allocating, and using the funds from selling a portion of the Assigned Amount Units of greenhouse quotas as provided by Article 17 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. These units are an important source for financing local development projects in 2011, in particular, energy-saving projects.
