Experts Discuss Key Points of Ukraine’s 2011 State Budget

 

    An expert panel discussion of the key points of the 2011 State budget of took place at the PressCenter of the Obozrevatel First Information Portal on 20 December 2010. The press conference participants were Iryna Shcherbyna, director general of IBSER, and Valeriy Hladkyi, director general of the Bureau of Economic and Social Technologies (BEST).

    During the discussion, Iryna Shcherbyna noted that “the draft 2011 budget is a qualitatively absolutely new document, since it is built on an absolutely different legislative framework and developed in the environment of the new Tax and Budget codes."

    The director also informed the journalists present at the press conference that the budget did not appear to be developed haphazardly, since the Ministry of Finance had had enough time to get prepared. She emphasized that the document contained no significant arithmetic or any other errors, and this year's budget was significantly shorter than the budgets of previous years, thus becoming substantially simpler and more transparent. In addition, numerous systemic problems, which had not been dealt with in previous years, were at last addressed in the 2011 budget, thanks to the new legislative framework.

    Valeriy Hladkyi, in turn, pointed to ambiguous assessments found in the draft. Indeed, "if one is to look at the target figures of revenues, expenditures, and deficit, the budget seems to be a balanced and anti-crisis one. The curtailment of the budget deficit is a prerequisite of macroeconomic stabilization, curbing inflation, and subsequent easing of burden on public finance. At the same time, there remains the question of whether or not the key figures underlying the draft (primarily, the budget deficit) are realistically achievable within next year's budget."
