Workshop for Specialists of MHR Project’s Regional Training Centers

On 11 January 2011, MFSI/IBSER experts coached specialists from the Municipal Heating Reform Project (MHR/USAID) regional training centers on Performance Program Budgets (PPB) for drafting municipal energy plans. The workshop is a part of IBSER’s ongoing collaboration with MHR Project,
In the course of the workshop, its participants discussed the issues related to methodology of strategic planning, the mechanisms for assuring coordination between policy documents and development budgets using the PPB-based budget process, as well as innovative approaches to financing energy-saving activities.
The workshop facilitates:
- ensuring the adoption of financially-sound municipal energy plans and achievement of the greatest economic impact from their implementation;
- replicating the expertise and practices of PPB application in formulating municipal strategic plans and energy-saving plans in new cities and towns;
- cities’ abilities to attract new sources of financing for municipal infrastructure development projects and municipal energy-saving programs.
